Important Update: New Energy Efficiency & Safety Standards for Rental Properties
There are some important changes coming to rental property standards here in Victoria, and we want to ensure that you're across them.
The Victorian Government has announced new minimum energy efficiency and safety standards that will apply to all rental properties and rooming houses over the next few years. These updates are all about making homes safer, more comfortable, and more energy efficient for renters and ensuring rental properties remain up to date with modern expectations.
Here’s a quick overview of what’s coming and when.
What’s Changing and When?
From 1 March 2027 – As Appliances Reach the End of Their Life:

Heating and hot water systems will need to be replaced with energy-efficient electric systems when they reach the end of their lifespan.
From 1 March 2027 – When a New Lease Starts (or Switches to Periodic):

Cooling: Energy-efficient fixed cooling (like a split system) will need to be installed in the main living area.

Ceiling Insulation: If a property has no ceiling insulation, it will need to be installed to a minimum R-value of 5.0.

Shower Heads: All shower heads will need to be upgraded to 4-star water-saving models.
From 1 July 2027 – Also at the Start of a New Lease or Switch to Periodic:

Draughtproofing: Properties will need to be sealed up properly – this includes draughtproofing around external doors, windows, and wall vents.
From 1 July 2030 – For All Rental Agreements (New or Existing):

Cooling: Energy-efficient fixed cooling will be required in the main living area of every rental property.
Are There Exceptions?
Yes, there will be exemptions in cases where making these changes is considered unreasonable. For example, if a property is heritage-listed or structurally unable to meet the requirements. Full details will be available in the official guidelines and regulations.
Good News for Rental Providers
If you're a rental provider, you may be eligible for rebates and support through the Victorian Energy Upgrades Program, which can help cover some of the costs of making these updates. It’s a great way to invest in your property and keep it competitive in the rental market.
